The marker will create an outbreak no matter what to cultivate the biomass a convergence needs but when it discovers that convergence is impossible it falls back on imprinting plans on certain people. I'm sure the red marker expected to be completed and immediately start an outbreak and converge right away with the makers present but as they were quarantined immediately and buried they didn't get the chance. Humans on the other hand only made three red markers, created them on sparsely populated planets, saw what they did and then buried them.
I don't think the marker knew what had happened and that its makers were dead initially as my understanding is that black markers compel sentients to create red markers to spread the necromorph outbreak via convergence events across an entire civilisation to make a brother moon.
